CS&SS is seeking a Manager, Program Management, Civil Space Programs in Windsor Locks, CT. This position reports directly to the General Manager of the CS&SS Windsor Locks Site, and functionally to the CS&SS Director, Program Management. This position is responsible for the program management function on Civil Space programs within CS&SS WLOX, for the day-to-day management of program managers, for assuring compliance with program management standard work, and for supporting the CS&SS Program Management Office (PMO). The Manager, Program Management will be expected to be a working manager, devoting roughly 50% of his/her time to providing program management support to program, project, and/or proposal teams. Responsibilities: •Oversee execution of programs. Facilitate the mitigation of risks and resolution of issues, including oversight of root cause investigations as needed. •Provide direct line management support for Program Managers assigned to the CS&SS WLOX Civil Space Program Management organization. •Implement Integrated Product Development (IPD) and serve as the single point of authority for new product development and introduction. •Coordinate program requirements, cradle-to-grave, across planning, engineering, procurement, manufacturing, and test stages in a matrix organization utilizing multiple engineering disciplines and several subcontractors. •Charter and lead the Program Integrated Product Team (IPT) through all phases of the program management process, specifically ensuring the successful achievement of all deliverable outputs and customer requirements. Plan, manage, execute, monitor and control all elements of the program. Work with IPD leads to resolve technical and contractual issues, to prioritize work, to allocate resources, and to understand financial variances. •Develop, maintain and execute Program Operating (Management) Plans, the Program Integrated Master Plan (IMP) and resource loaded Integrated Master Schedule (IMS). •Implement the Program EVMS, Analysis & Reporting Plan. Conduct performance variance root cause analysis and ensure corrective action is implemented. Ensure schedule compliance, and that program costs are aligned with budget. •Develop and implement the Program’s Risk & Opportunities Management Plan. •Identify and monitor resources required to fulfill program objectives, and coordinate requirements with site and functional management. •Act as a central point of communication and escalation from project team members, vendors, customers, management and others impacted by project activities. •Responsible for program performance reporting; issue escalation; information distribution; metrics/KPIs; compliance; financial management; PMO performance management. •Develop executive level communications and presentations for internal, executive management and customer reviews. •Identify, develop, secure and execute organic growth opportunities. •Establish employee goals, objectives and work assignments. Monitor employee performance, and provide constructive formal and informal feedback. •Implement performance connection feedback process and conduct salary planning activities. •Provide program management process training, coaching, and mentoring for assigned employees. •Assure on-time, quality delivery of Program Management deliverables and services. •Ensure and verify compliance to Program Management standard work. •Audit processes and take other steps necessary to ensure compliance of program management products to established procedures and standards that will result in solid program execution •Mentor/coach current and aspiring Program Managers. Develop a pipeline of qualified program managers for WLOX Civil Space programs. •Utilize lean principles to continuously improve Program Management processes and performance. •Support activities and process improvement initiatives identified by the CS&SS Program Management Office (PMO). •Drive performance to ensure OTD, sales, EBIT and cash commitments are made by the programs. Work with PMs to identify and elevate issues as needed.

Qualification:

Minimum of 10 years recent experience managing hardware development programs within WLOX Civil Space & Sea Systems organization. •Proficiency with UTAS, ISR&SS, and CS&SS program management standard work •Proficient in the use of Microsoft Office tools (Word, PowerPoint, Excel, Outlook) •Prior line management experience. •Must be a U.S. Person •This job may be considered a sensitive position in accordance with NASA Guidelines. Education: Education and Certifications:•Bachelor’s Degree in Engineering, Computer Science, Business Administration, Management Information Systems, or other related degree •ACE Associate Certification
