Seeking Contracts Manager/Contract Specialist to manage advance engine military controls contracts. Should be familiar with cost-reimbursement and fixed price contracts for development programs. This individual will play a key role in proposal review and preparation, contract award, program execution, change management, and contract close-out.

Primary Responsibilities:

  • Review of solicitations, Request for Proposals, contracts, modifications (follow-on and new business) – review entails statements of work, specifications, terms and conditions, data requirements, etc. to ensure compliance with laws, regulation and company policies and procedures and to assess risk.

  • Analyze unique contract requirements, special provisions, Ts & Cs

  • Provide flowdown and guidance to the program team on the requirements within the contract (SOW, Data Deliverables, IP rights, reporting requirements, schedule, etc.)

  • Track incoming changes from customer, maintain change ledger, drive change assertion process (via CRB, CCB, etc.) through closure

  • Supports fact finds and negotiations with customer

  • Understand and influence obtaining our financial goals (milestones, progress payments, payment terms, schedule flexibility, cash collection, etc.)

  • Support various functions with transitions, contractual issues, support risk mitigation plans

  • Act as liaison between program and customer

  • Generate and vet customer correspondence and program letters with liability and contractual obligations in mind

  • Act as an Export Agreement Owners including licenses, item classifications

  • Analysis of Purchase Orders (PO) (discrete and blanket orders) for compliance to contract requirements Development Orders only

  • Coordinate customer hardware demand, including demand changes, with demand management in SAP

  • Generate CRM, production, follow on, development, new business and change Proposals (including TINA)

  • Generate, review, and negotiate Non Disclosure Agreements with existing and new customers

  • Prepare acknowledgment and rejection of Purchase Orders/Contracts

  • Draft and manage various special contract agreements (Bailment, Consignment, TAAs, Licenses, MOU, MOA etc.)

  • Participate in Program Reviews internal and external customers

  • Complete Contracts Standard Work and support program passport reviews

  • Present High Risk Terms and Conditions, including mitigation, at proposal and program reviews

  • Support audits

  • Conduct Contract/PO Closeouts

  • Support Continuous improvements (ACE)

Qualification:

Basic Qualifications:

  • Ability to obtain a security clearance is a must within 6 months of hire.

  • Export agreement experience is a plus

Education:

  • Bachelor of Science degree plus 7+ years of experience is required.

  • Preferably a degree in Business, Contracts Management, Marketing, or Finance

  • Master of Business Administration degree plus 4+ years of experience preferred.

  • Advanced degree in Business, Contracts Management, Marketing, or Finance plus 4+ years experience preferred.
