The function of this position is to direct and manage the activities between Collins, Inc. and Subcontractors/Suppliers during the life cycle of a product/program/new initiative or co-production of products while ensuring compliance with Company/Government policies and procedures. The primary focus of this position is to obtain optimum product/services in terms of costs, quality and delivery, consistent with an approved business/procurement/subcontracting plan and Company/Government policies and procedures.
Leads the subcontracting effort to establish the overall subcontract plan, proposal review criteria, analysis and evaluation of proposals.
Exhibits basic business acumen and limited market knowledge to craft supply chain solutions and provide proactive and dynamic support to internal customers.
Plans and leads negotiation with suppliers.
Prepares contractual documents.
Leads and conducts proposal preparation, and management of lower complexity subcontracts.
Manages contract performance for conformance to original proposal, responsible for managing subcontractor cost and schedule.
May brief Senior Management or program team on subcontractor performance and program status. May be called on to attend cadence reviews and Decision Point Reviews with Senior Management.
May provide indirect work leadership for lower level employees supporting the program effort.
Makes supplier visits as required to insure support of program and customer requirements and schedules.
Serves as primary contact for internal program customers. Charged with building and maintaining relationship with first level program management (Level 5).
Searches out and investigates qualified suppliers and manufacturers.
Responsible for risk management of subcontractors on existing program.
Assignments will be supervised by higher level Subcontract Program Managers or Manager of Subcontracts.
May have primary responsibility for subcontract growth, limited understanding of industry, new technology, or follow-on business.
Develops solutions to complex problems which require ingenuity, creativity, and innovativeness.
Creates formal networks involving coordination among groups.
Serves as spokesperson for the program team on program-specific supply chain strategies and subcontract capabilities, goals, and objectives.
Basic Supply chain knowledge and program management skills to contribute to development of company objectives and principles and to achieve goals in creative and effective ways.
Responsible for managing supply chain issues on a program which is of relatively low risk and complexity or is a portion of a larger program.
Responsible for execution of programs in excess of $10M (total program) with significant subcontract content that represents roughly 25% of the total program value or critical portions of the program.
Candidates for this role should possess a Bachelor’s degree or three years of prior relevant experience. US Citizenship or Permanent Residence is required.
Candidate must have experience analyzing data and experience working with contractual documents. Project management experience preferred
