Job Summary:

The Program Quality Manager will provide Quality leadership for implementation and execution of the program Passport process in accordance with Integrated Product Deployment (IPD) requirements, including;

  • The establishment of program quality metrics and tracking at each passport gate

  • Support for compliance activities for Program Risk Management and reporting in compliance with Passport requirements

  • Participation with program teams during all phases of propulsion system design, development, certification, production and in-service customer support

  • Providing assistance to the Integrated Program Management Team (IPMT)

  • Program office support for transactional quality issues associated with in-service customers; link from the IPMT to the Component Integrated Product Team (CIPT) quality representatives

  • Product escape resolution, guidance, and development hardware support

  • Ensuring regulatory, government, customer and program related quality requirements are satisfied

  • Support for product certification activities, Materials Review Board processes, and aftermarket (MRO) actions for PMA and/or STC

  • Contribute to program office Achieving Competitive Excellence (ACE) goals

  • Collaborate on standard work to document program quality processes including but not limited to customer requirement assessment, customer interface relationship, etc

  • Supporting process and product oversight of non-conformance activity for part producers to identify and remedy adverse trending and emerging product issues

  • Utilizing Customer Market Feedback Analysis (MFA), customer scorecard sustainment to ensure compliance with Program Management Instruction (PMI), and ACE tool use (QCPC, Std. Work, MFA, etc.) to support internal and external continuous improvement goals

  • Participation in escape management process to ensure the proper allocation of resources, identification of root cause drivers, suspect population definition, corrective actions and proper communication with external airframe customers.

  • IPMT representative for DIVE, Problem Resolution Team (PRT), and audit finding closeout reviews to ensure issue recurrence elimination

  • Source Transition Review Board member for product transitions within supply base

  • Collaborate with Quality Chiefs to make changes to P&W’s quality management system to support changes required with new business agreements and ensure implementation of customer and supplier/partner quality plans which foster the achievement of program office delivery, cost, and quality objectives

  • External, outward looking, “Voice of the Customer” advocate for Operations-based teams working on process control, escape management, and related quality improvement initiatives.

Education Requirements:

Bachelors Degree required; Engineering, Quality Systems Management Degree preferred or appropriate manufacturing operations discipline

Masters Degree preferred; Engineering, Math/Statistics or Industrial Management: M.B.A.

Work Experience Requirements: Sound business judgment, strong organizational leadership, team building, interpersonal, communications, writing and presentation skills are required for success. A working understanding of quality system requirements, knowledge of AS9100 requirements, and a thorough knowledge of the ACE operating system or similar continuous improvement methodology are essential. A demonstrated performance of past productivity and a high degree of computer literacy is also required. A broad knowledge of the quality, engineering, procurement, & manufacturing disciplines is necessary. This person must have the capability and personal skills to interface seamlessly with all levels of P&W Management within quality, in other (external) organizations, and major business units (PW and UTC wide).

8 years required, 10+ years preferred, of quality assurance or manufacturing operations experience with special emphasis on those processes and procedures associated with direct part producer support, especially those associated with the casting and forging processes; knowledge of Quality Management System and supplier quality management systems are required
